Restitution Officer/Administrative Assistant performs a variety of general administrative and legal process functions related to enforcing and coordinating juvenile restitution and community service programs and general legal process functions.

Planning and Zoning Administrative Assistant performs a variety of general administrative and legal process functions related to Planning and Zoning.

Duties Performed:
Restitution Officer/Administrative Assistant determines and calculates restitution amounts; prepares recommendations for court related to restitution options, establishes, maintains and monitors filing system regarding restitution orders and disposition;

Monitors restitution program and assures timely completion and compliance; processes receipts and updates records as needed; coordinates with County Clerk and appropriate offices to assure disbursement to victims; works to establish community good-will through timely and appropriate restitution;

May meet with and counsel parents and juveniles regarding timely satisfaction of court-ordered restitution; advises of penalties and consequences for non-compliance;

Coordinates and pursues additional legal action against juveniles who fail to comply with restitution requirements; coordinates actions with probation officers and prosecutor’s office; gives testimony in restitution hearings to resolve disputes; may attend final disposition to assure proper treatment of restitution;

Coordinates and assigns juveniles to the community service work crew. Supervises contracting agency which provides community service program. Maintains records of community service hours completed, detentions, referrals and statistics, documents completion of obligations. Prepares pre-sentence investigation reports; performs various support functions as needed. Must be proficient in written communication, ie. report writing and minutes. Works as assistant to the Juvenile Probation Officer when needed.

Planning and Zoning Administrative Assistant assists the public with inquiries related to planning and zoning matters either by phone or in person; types correspondence, forms reports; maintains numerous comprehensive filing systems; initiates Building Permit process, explains building permit and zoning application process; assists with property addressing, schedules building inspections and appointments for the Building Official/Administrator; submits claims for payment, responsible for collecting permit fee, receipts, and all other monies collected for the Clerk’s Office. Assists in researching property titles; prepares legal publications for public hearings. Must be proficient in written communication and the preparation of minutes from Planning and Zoning Meetings. Prepares notification letters for P & Z Commission, land owners, and other interested parties. Obtains and records information related to inspections, permits and general planning and zoning practices; issues Certificates of Occupancy. Performs other duties as assigned or needed.

Supervision Received:
This position works under the general supervision of the Chief Juvenile Probation Officer and the Planning and Zoning Administrator. May receive close to general supervision from professional staff on a project by project basis.

Machines, tools, and equipment used:
Ability to operate a variety of office machines, personal computer or terminal operation; electronic monitoring system operation, utilize urinalysis kits, voice recording system.

Working Conditions:
Works in a normal office environment, indoors, often times sitting for extended periods of time, typing, filing or answering the telephone. This position often requires dealing with agitated or emotional people, either by telephone or in person. Attending meetings after normal work hours is also required. Will assist Juvenile Probation Officer in conducting some off site and home visits with probationers.

Physical Requirements:
Tasks require a variety of physical activities, occasionally involving muscular strain, such as walking, standing, turning stooping, sitting, reaching, talking, hearing and seeing. Mental application utilizes memory for details, emotional stability, discriminating thinking and guided problem solving. May be required to lift up to 30 lbs., such as files, cases of photocopy paper etc.


Educational requirements:
Must possess a high school diploma or GED plus two (2) years of college training in a related field, OR an equivalent combination of education and experience.

Special Skills:
Must possess above average interpersonal communication skills; Must have basic knowledge of financial management and bookkeeping; problem solving and goal setting techniques. Must be proficient in word processing; operate various computer programs such as Word, Excel, and other related programs. Bilingual in conversational Spanish is beneficial.

Ability to maintain spread sheets and record systems related to financial obligation remittances; communicate effectively, verbally and in writing, develop effective working relationships with professional, legal personnel, supervisors, subordinates, agitated/aggressive people and the public. Work independently when supervision is not readily available. Maintains confidentiality as needed to assure responsible public and administrative interactions.

Must be bondable. Requires a valid and current driver’s license and successfully complete a records check through NCIC and an Idaho State Department of Motor Vehicles Driving Record check.

At completion of probation must possess considerable knowledge of court operations and procedures; judicial record systems; laws, policies and practices governing restitution; policies and practices governing planning and zoning.

Must possess a high school diploma or GED plus two (2) years of college training in a related field, OR an equivalent combination of education and experience.
