Economic Development Specialist

Job Summary:
Works in a partnership with the Idaho Department of Commerce and under the direction of a local board; develop, implement, and coordinate business expansion, relocation, and development programs; performs all related work necessary to accomplish the goals and objectives of the program. This is classified as an exempt position.

Duties Performed:
Business development:  Typical responsibilities; provide site location information to businesses interested in locating in Idaho; researches specific site information and coordinates inquires with local and state government officials; establishes a network of private and public contacts to market the state of Idaho and local areas as a business expansion or relocation site; prepares cost, marketing, and resource comparisons to recruit businesses; researches and provides information on regional utility rates, labor costs, fringe benefits, tax rates, worker’s compensation, transportation costs, land use, and capital formation resources and training programs; develops, updates, edits, and oversees distribution of informational marketing publications to promote regional and Idaho’s positive business climate; attends trade shows to market region and Idaho for business expansion or relocation; conducts workshops and makes presentations to business to facilitate economic development.

Business retention and expansion:
Typical responsibilities; answers inquiries concerning small-business loans; advises businesses with expansion plans of various market development, financing, job training, and business planning resources; evaluates business expansion potential of a potential community; coordinates with state, federal, and regional sources to assist in business expansion; provides technical assistance to local governments in identifying business expansion by planning adequate infrastructure.

 
Coordination and liaison:
Typical responsibilities; works with the Idaho Department of Commerce, a local board of directors, local units of government, chambers of commerce, and local government development groups on a broad range of economic development activities; serves as liaison with various governmental agencies, local community groups, and private sector organizations; may act as a community advocate in expanding new business.

Working Conditions:
General office setting, frequent travel within the service area will be required; some travel within Idaho is required; and occasional out of state travel is possible.  
Job Specifications:            
Physical requirements:
May sit for extended periods of time in office environment or meetings.  May be required to lift up to 30 pounds, occasionally lifting such items as files, cases of photocopy paper, etc.            
Educational requirements:
Any combination of education and experience which demonstrates good knowledge of: local business opportunities and economic conditions, business assistance programs and sources; economic development marketing concepts; community economic development practices.
Special skills:
Demonstrated skill in initiative, planning and organization, oral and written communication, budgeting, problem analysis and persuasiveness/sales ability; Ability to build consensus while working with different personalities and agendas; Must be able to adjust to constantly changing circumstances and be able to readjust priorities quickly; Knowledge of business law and government regulations affecting economic development; Ability to analyze and interpret federal rules and regulations to businessmen and community leaders. Must have a current valid drivers license.
Experience required:
Experience might include: working in a professional capacity with federal, state, or local economic development/assistance programs; evaluating and recommending appropriate business site locations and expansions; providing, technical economic development assistance to businesses, business organizations, and community groups; organizing and conducting workshops and making presentations to business and community groups.
Training required after hiring:
Certified Idaho Block Grant Administrator; Certified Economic Developer from either Community Development Institute or Economic Development Institute and training programs that apply to the position or enhance job performance
Membership Organizations:
Idaho Economic Development Association, West Central Highlands resource Conservation & Development Association; Ida-Ore Regional Planning & Development Association, and Idaho Rural Partnership.
